- Define the decision. Agree material claims, system boundaries, representative data, access, and evaluation criteria.
- Challenge and test. Examine source evidence, run scoped evaluations, and document failure conditions and missing information.
- Report with limits. Deliver findings, reproducible artifacts where access permits, confidence, residual risks, and decision implications.
Engagement boundaries

Before work begins, scope the evaluator’s role, disclose relevant implementation or vendor relationships, and agree access restrictions. Assessment and remediation can be commissioned separately. Any prior involvement in a system under review is disclosed in the findings.
Conclusions apply to the tested system, version, data, and conditions. Access limits and untested claims remain visible. An assessment is a technical evaluation, not a certification or a guarantee of future performance.
